HEAV works to promote and protect homeschool interests in the Virginia General Assembly. Each year the General Assembly introduces as many as 3,000 bills; HEAV monitors the progress of dozens of those bills. We introduce legislation to advance homeschool freedoms, and watch for and respond to legislation that could affect homeschooling families. HEAV's full-time lobbyist garners support from legislators on both sides of the aisle.

2004 LEGISLATIVE UPDATES
During the 2004 session of the General Assembly, HEAV introduced three pieces of legislation. The first bill sought to give homeschooling parents with a high school diploma the same oversight as homeschooling parents with a college degree. On May 21st, Governor Warner vetoed HB 675.
The second and third bills were identical, with one being introduced in the House of Delegates and the other in the Senate. They sought to require that Child Protective Services workers inform parents of the allegations of abuse at the beginning of an investigation, and that they be trained in the Constitutional rights of parents and children. The Updates here give you a very thorough representation of the progress these bills made through the legislative process, ending with both bills being signed into law.
The HEAV Legislative Team included Anne Miller, president; Yvonne Bunn, executive director; Joe Guarino, director of government affairs and lobbyist; Caroline Barnes, legislative assistant; and William Kelly, intern.
